Founder & Builder

Before founding InnoDiligent, Kory operated at the intersection of complex policy and technology — serving as Special Deputy Insurance Commissioner and Chief of Staff at the Maryland Insurance Administration, and chairing the NAIC’s national SupTech/GovTech roundtable.

Having spearheaded landmark public sector tech programs — including making Maryland the nation’s first state insurance department accepted into the federal FirstNet program — Kory founded InnoDiligent to fix a persistent industry problem: software is too often built by people who don’t understand the realities of the end user.

For Kory, this user-first standard isn’t just a business strategy — it is rooted in a personal faith in Jesus Christ that views software development as a form of service. Every system is built to honor God through uncompromised hard work, relentless attention to detail, and genuine care for the people using it.
